You can try Triple Cream or Eucerin Cream.
Any thick lotion that can%26#039;t be easily rubbed off the baby%26#039;s skin will help tremendously. Also, if you put the lotion on the baby and cover her legs with loose pants during the day that should stop it from rubbing off. If you bathe her right before bedtime, put the lotion on the baby%26#039;s legs before you put on her pajamas and then put her to bed, it%26#039;ll sit on there all night and moisturize the skin.
This worked for my son..poor little guy had spots behind his knees when he was crawling, and I tried this and it helped quite a bit!
